Sweet Spot And The Bullet Hole

Any suggestions on how to effecitvely "hover" the putter to get the sweetspot to be able to "cover the bullet hole". It looks like the sweetspot of a new putter I have rests about a third of an inch above the equator of the ball when resting on a solid surface. I just did some practice putting on an indoor/outdoor carpeted surface and impact feels terrible (lots of vibration) unless I intentionally elevate the putterhead to get the sweetspot off the floor. Whenever I hover at address the putterhead seems to be moving around (but impact is very solid). The movement is slight but distracting.

Is it just a matter of repetition until you get comfortable enough with elevating the putterhead to take it to the course?

comet,

most of the mallet putters these days have a horizontal sweet because of the center of gravity being so far back and the companies loving this MOI. A proper heel toe balanced putter or blade should have a sweet spot which runs linear up the face covering the entire putter face.
